Description of the Land Subdivision (Demarcation) Process

When planning private residential construction on a larger land parcel with subsequent subdivision into individual plots of 1,000 m² or 600 m² for private houses, the process under Georgian law includes the following stages:

1. Developer’s Initiative:
Preparation of a land division project, topographic survey, and a master site plan showing the new plot boundaries and intended land use.

2. Approval by Local Authorities / Urban Planning Department:
The subdivision plan must be approved by the respective local self-government or municipal urban planning authority, which verifies compliance with:

  • Urban planning and zoning regulations (minimum plot size, access roads, utility connections, and residential zoning requirements);

  • Infrastructure and engineering requirements;

  • Construction and energy-efficiency standards.

3. Registration in the Cadastre and Land Registry:
After approval, the new plots (1,000 m² / 600 m²) are formally registered as independent cadastral units with individual cadastral numbers, and ownership rights or long-term lease agreements are recorded in the Public Registry of Georgia.

4. Connection to Private Housing Projects:
Each subdivided plot is designated for the construction of an individual house:

  • 1,000 m² plots — for private residences of 300 m², 400 m², 500 m², or 600 m²;

  • 600 m² plots — for the “Income House” project (modular or compact homes of 50 m² or 100 m²) for sale or lease with a purchase option.

5. Compliance with Legal Framework:
The subdivision and subsequent construction are carried out in accordance with the laws of Georgia governing renewable energy, industrial zones, and the free energy market — since the project integrates solar energy systems and energy-efficient construction.

Relevant Legal Acts under the Legislation of Georgia:

  • Law of Georgia on Renewable Energy — regulates the use and connection of solar energy facilities on land plots.

  • Law of Georgia on the Free Solar Energy Market — defines the rules for financing and operating solar installations, including land use.

  • Tax Code of Georgia — provides incentives (such as 0% VAT) for imported renewable energy equipment and investment projects.

  • Law of Georgia on Free Industrial Zones — applicable to the construction of industrial or energy-efficient facilities on designated plots.

  • Law of Georgia on Transport Activities — relevant when land plots are associated with green logistics or electric mobility infrastructure.

We offer a private Scottish-style home, built from XPS‑Graphite SIP Panels, Passive House Standard, R≥15, available in five sizes — 50 m², 100 m², 150 m², 200 m², and 250 m² — with a rent-to-own option. The home can be placed on your plot. Each house can be assembled like a LEGO set and, if desired, expanded at any time by an additional 50 m².

 

Each home can also be purchased via a 24-month instalment plan, with prices starting from USD 50,000 for the first step, and a rental fee of USD 1,000 per month. In case of opting out of purchase, the home will be returned to us, with payment made for the actual cost of the land.

 

All rental payments made during the lease term are credited towards the total purchase price, making the transition from tenant to homeowner straightforward and transparent.

The home can be installed on your turnkey foundation at a cost of USD 200/m². Additionally, a solar power station, an EV charging station, and other opportunities for generating additional income are included.
